My answer would be that all fish swim in order to look for food and to evade enemies. Fish even swim while they are sleeping. They have evolved the capacity to allow one half of their brain to sleep while the other works and they swap shifts so that they can stay in motion.

'Coz it's the basic way of travelling in the fish world. They don't have automobiles, planes or cars & trains like we do. So they have to swim (running in the water) all the time to search for food or escape from danger. It's like U have to walk all the time.

Because THEY'RE FISH.
And fish swim because they don't have legs.
And if they don't have legs then they can't walk.
And if they can't walk then they're well.. screwed. So they have to flop around in the water.
