Yes, it would be great. It would mean that adopting a pet from a shelter wouldn't be so heartbreaking, because you wouldn't have to leave behind all of the other animals that couldn't be saved. Thanks for the thought...

They correct question is wouldn't be great if pet owners controlled their pets so that we had no need of pet shelters. Plus, more pet shelters are adding tougher adoption requirements that put additional burdens on people who would other wise adopt pets. I know of many communities that will turn someone down because they want to adopt a large dog and keep it outside or that they live in a town that the shelter can not check up on the welfare of the animal.

Yeah, and wouldn't it be great if someone who can't "afford" to spay or neuter their pet would skip one month of cable or satellite and just do it?

I used to breed dogs professionally, and got a lot of flack for it from animal rights folks. But the majority of unwanted pets are from owners who will not be responsible.
