Exfoliate your legs before you shave to get rid of the dead skin cells and then it wont matter if you use gel or cream when you shave. It will be a smooth shave either way.
Personally I use whatever is handy or on sale.

The shaving gel most of the time has baby oil in it making your legs/face/pits seem softer but they both work the same.

It all depends on the brand, some creams are good and some gels are good.

for us- gel, it doesnt dry out the skin as much as cream
but for guys, whatever works best
