What does your rental agreement or lease say? Usually if you're on a lease, the landlord can't raise the rent during the term, unless it is specifically listed.
Read your contract, then call the local tenant's rights group. Some parts of CA are rent controlled so you need to know what is legal in your area.
If that was my landlord, I'd tell him to stuff the place and move.

Not enough information to answer this properly. In many jurisdictions 1 to 3 or 4 family properties are exempt from rent controls, if any, and the landlord could do whatever he wants, including raising the rent every month or even raising the rent by a factor of ten times in a one shot.
So it depends on the type of property and the presence or lack of rent controls.

They have to give you a 30 day notice for anything over what you paid last month. If you paid fees without a 30 day notice in the last 12 months, then they can charge what ever, when ever. If you signed a year or 6 month lease, then they can't charge except what is on the contract.

dosnt sound legal! Did you sign any kind of rental agreement? If you did Id call your local legal reters servict..sounds like he or shes try to force you too move..Call a lawyer , then dont charge to ask if this is legal or not Good luck

Read your lease. If your lease is up and you are now on a month to month lease.....in most places he can... Some places have rent control.
