Here are some good sites that answer the question of weather in Salem, OR:

Wunderground http://www.wunderground.com/NORMS/DisplayNORMS.asp?AirportCode=KSLE&StateCode=OR&SafeCityName=Salem&Units=none&IATA=SLE&normals=on
You will see the 'normal' is no snowfall in Salem. But click on the 'records' and you will see that historically there is snowfall of a couple of inches frequently evern year. It only last for 3-5 days typically.

For a more general history, see the sites from the Salem library
http://www.salemhistory.net/natural_history/weather_land.htm or
http://www.salemhistory.net/natural_history/weather_records.htm
One tells of the major storms and what you can expect, the other what the records (and when they happened) for the area.
