Try scraping it first, with a razor blade. If you don't have a razor scraper, tape over one side of the blade, then push the blade parallel to the window, so the edge of the blade gets right under the concrete. It should flake off easily. If it's a large glob of concrete, use a paint scraper to get the worst of it off, then the razor blade for the final bits.

Wet your windows with very soapy ammonia water. Then while they are wet, use a razor blade or a razor knife and scrape it off. Be sure and keep the windows wet while doing this or you will scratch your windows.
My husband and I did construction cleaning for years and this is the method we always used. It really works.
Use about a cup ammonia to a bucket of water. Change water as needed.

Acid may work but try a patch first! There is an acid based product called Cement-Away by a company called Lithofin that works a treat.

I would use a sharp scraper or spatula, with a little force the blobs will release from the windows surface. If it is looking like its not wanting to move, add some water to soften it a bit.

Firstly wet the cement stain. Slowly rub the affected area with the smooth side of a claybrick.
This also works perfectly with cement stained toilet bowls.

Try using just a regular old razor blade from home depot...It works...I am a custom painter and I have seen this and had to deal with this on more than one occasion

YOU STARTED IN THE RIGHT DIRECTION. SPRAY THE
DRY ED ON CONCRETE WITH VINEGAR LET IT SOAK AND SPRAY IT SOME MORE LET THE VINEGAR DO ITS JOB THEN SCRAP WITH A RAZOR BLADE.

Try scraping before you try dangerous chemicals. It won't be easy but scraping should remove it.
