If you call the phone company they can do some sort of a free test. That doesn't mean they will fix it though. Go for broadband it is one of the best investments I have made.

Kill the Dialup
Get Dsl from your phone company. Most offer basic DSL services for about 25 bucks and it frees up your actual telephone.
Dialup can be slow for too many reasons to count, but if your DSL isn't up to snuff you have one person to go to, your phone company and it's something they either have to fix or prorate if they can't fix it in a reasonable amount of time.

Try a different outlet...try a different house....it's not the phone cord...try a different access number.
