Anti-gravity is a, yet unknown, power that reverses the power of gravity.
We don't know a lot about gravity. Heck, we can't even determine the particle or whatever that carries the force of gravity. The current theory says that the sub-sub atomic particles are quarks. Quarks come in 6 flavors and combine to form the various subatomic particles that then combine to form electrons, protons, and neutrons. According to the theory some sort of gravitons make up the Quarks. These gravitons would then be the particle that carries the force of gravity, just as light is composed of photons.
If we can find gravitons, and if we can find a way to control them, then we could create anti gravity. Anti gravity could be to gravitons as matter is to anti-matter, in that case it might neutralize gravity or destroy gravitons in a big explosion.

Anti-gravity has multiple meanings in multiple references. There is the micro and the macro; most are still theoretical. As to propulsion systems that work with or against gravity there are as many concepts as there are theories. There is one effect known as the lifter effect, which is really ionic propulsion and there are numerous other electrodynamic effects. Still there is a distinction between electromagnetic and gravitational effects. There is some potential for propulsion through warping of space as gravity does, and some gyro interactive research has had interesting results. The wikipedia entry on antigravity is rather controversial.

Usually anti-gravity refers to any force that acts against gravity, such as upward propulsion. However, I think there is an element that can attain negative mass. Very unlikely, but possible. What we know is that the elements with the more densly packed atomic structures are heavier.
Lead and gold are heavier than say aluminium. Gases are lighter and will rise out of a liquid (like boiling water). However, to create anti-gravity would require reversing the gravitational elements of each atom (sometimes refered to as gravitons).
This has not been done yet, but i would say that it would require electromagnetic reversals (->+>-) of the ions at great speed (at the time of one revolution of an atomic particle around the nucleus (distance of revolution / c (speed of light)). i believe this would then result in a reversal of gravitational effect (similar to the Ion propulsion systems currently used, except more permanent).

Since it is believed that Gravity is the result of a graviton particle, and all particles have an anti-particle, or opposing particle. There must be an anti-graviton.
And since the result of a graviton is gravity, then the result of an anti-graviton should be anti-gravity or the repulsion of objects.

An artificially created condition in which gravity does not exist, allowing anyone within it's area of influence to experience weightlessness. In theory it would be created by generating a field of electrical energy that would repel gravitational pull in much the same way as one end of a magnet repels another of equal polarization.
