I really do understand your question.... and consider this.... is it not a talent to build a popular fan base?
I didn't think Madonna was all that talented... nonetheless she made buttloads of $.... due to her talent of being able to constantly reinvent herself... certainly not due to actual musical talent.

Marketing.
The way that music is marketed is money driven and not driven by any kind of creative impetuous. People will like what their favourite things, but most people will only have access to what they hear on the radio or watch on TV. Therefore, most people will accept aural drivel as decent music. The whole industry has lost it's way and it's about time for a backlash. Money has got ahead of everything else in the music business, and there will be an implosion, just like there was in the mid/late 60's, late 70's and early 90's. Most of what is put out on TV (I refuse to listen to radio) is substanceless pap, but it's what is avail;able to those who chose to look no further.

it's about production and hype. There's a little secret called auto tune. Have you heard Paris Hiltons stuff or Lindsey Lohan or Hilary Duff, producers sign on for these projects for money alone. And who can blame them.
But to answer your question. The average listener purchases records from big chains and that equals albums with good distribution..aka big labels... Now does a big label want to sign a good band that doesnt have alot of publicity or an ok band that has put in a lot of work to build a fanbase.... or a celebrity. Theyre are plenty of great bands...but the average person just likes what is marketed to them and there demographic....
It all comes down to what sells and that will allways be fluff to little boys and girls trying to be cool.

whoever can get the most media attention becomes more popular regardless of talent. I mean I can't stand TomKat( sorry I know that isn't music ) but everytime I see an article about them I want to read it! It just makes them more money. On a music note lets take Britney as an example. she posed naked for a mag , I don't care for her but I will probably buy that mag, for some unexplainable reason, to see what she has to say!

Talent does not mean anything anymore. A good example is making the band 3 with diddy. In the contest, they were about the three or four girls that could sing and really sing but he picked four skinny girls. the other one I approve of. That why music today is losing it meaningfulness. Now it all about dancing, hype, and how good they look. In terms of R&B, it died with Luther. I saw 'Madea goes to Jail' and Madea said "music back in the day had mystery and meant something". Now it is "do it do it do it".

i don't know. but it seems like if the new band looks cool then everyone luvs them no matter if they totally suck or not. but there are tons of bands out there that have more talent then other popular bands. but you know the really talented ones don't really always get popular. unless they are lucky. i guess.
