Brand new book, not used!

My mom is the author and she got them from her publisher.

Most bookstore, particularly chains, won't buy books from individuals. Occasionally you can get an independent bookstore to sell your books if they're by a "local author" and you give the bookstore a cut of the profit, but it's a pain in the neck to do.

Best thing is probably to find somewhere online to sell them. If you went with a real publisher, they should have been drumming up sales for you, and if you went with a vanity press, you're basically stuck with them.

"Wholesale" is only if you're the publisher and you sell many copies at a time to a store or person who intends to resell them. One copy is still considered "used", even if it's never been read.

Either check your local used book store to see if they'd pay for it (typically they'll offer only a quarter to a third of the original price) or you can register to sell it on amazon.com, where you can list the condition and set your own price.
