Were there content restrictions for record covers back in the day?

I recently made a trip to the thrift store and came back with a like-new Doobie Brothers record. I open it up and WHOA! there's a naked lady! Was this common back then?

there were on the outside. the first recall of covers that i can remember was moby grapes first album where a guy was shown using the bad finger, after that another cover was a pie with a slice cut out of it and a vagina was in the middle. it was quickly recalled. there were others, the cover your talking about could be what were vices are now habits and the private parts were covered by someones hands. they didnt call it sex, drugs and r&r for nothing.
