wipe him off with baby wipes when he gets too warm, that is what I do when I am outside in the heat for a long period of time.

Have you considered buying a portable air conditioner? They're nice...made by DeLonghi, and you can get them online for about $360.00, give or take.
83 degrees isn't *awful* heat, but you also have to take into consideration the humidity and the air quality. Not sure where you are, but I live in the south, and for the last several weeks, the air quality index has been in the red zone (stay inside unless you MUST go out). With your windows open, your baby is breathing this bad air. If you can't afford the air conditioner, I'd suggest getting a box fan and put it in your baby's window, facing out, so it draws the hot air from the room and blows it outside. A small oscillating fan woudl be nice to have, too. It would blow air all around the room without blowing directly on your baby (like a ceiling fan would).

My baby is in his diaper with a fan blowing some cool air into the room. If he likes to be swaddled i would wrap him in a thin rec. blanket. A fan will help in circulating the air and keeping it a little cooler, But if he is too warm as in body temp. Invest in a portable cooler for the room he is in. You can get some that are not very expensive. Having a high temp. is never good, this is for the health of your baby and to keep him comfortable, its worth the bit of money for a better cooler.

That will help.
Make sure you have the window shades closed on the sunny side of the house, that will help more than you may think. Also, if it gets really hot, you can use a small table-top fan and put a tray of ice in front of it. You'd be surprised how much that can help cool down a room. :-)
Also check out Salvation Army or maybe even freecycle (www.freecycle.org, then look for one in your area) for a used window a/c unit.

Fill up a huge baloon with icecubes and then when the fan blows the aur it WILL be cold air due to the temp of the icecubes! Try it friend- u wont be sorry! I did this when I lived on campus and the air was broken down for 2 weeks. Works really great!

The most important thing is to give him plenty of fluids so he doesn't get dehydrated. Also, if he seems uncomfortable you could wipe him down with a cool damp cloth. If the heat doesn't seem to bother him, I wouldn't worry about it--as long as he's getting plenty of fluids.
