I recently bought a pair of black boots and they arrived the other day. They looked really nice, but when I put them on the calf circumference was way too big. Do any shoe repair places fix that? Like, make the circumference a few inches smaller?

Try a good reliable and professional boot and leather repair store. They can fix anything.

A good shoe repair shop who has experience working with leather can cut it down.

No, Not that i'm aware of. I know they can stretch leather. But they cant shrink it or sew it smaller.

probably not...
unless you know a VERY good boot maker. they are rare.
