I've heard of companies that will give you free access provided you are forced to log in through their home page. They then pay for their costs through the advertising on the starting page.
In a way that's not totally free. In reality even if it is really really cheap, someone needs to pay for the cost of the setup and maintinance. Maybe one day the government will see it as a national assett and pay for it (but then I guess you're still paying for it indirectly through taxes.) lol

it will never be completely free and even with talk talk and orange you have to subscribe to them whether it be a land line or mobile, so therefor are not strictly free.
