Govt officials always have teams for security around them. Plus with all the technology law enforcement has available people are much more likely to get caught. With a democracy the power is less concentrated than in an old monarchy/dictatorship/theocracy. A few hundred years ago if a king was killed his kingdom was leaderless and susceptible to takeover. Now if a head of state is killed, there is a clear line of succession that controls who will take over.

Better security , and alot of money.....money buys happiness? not sure, but it sure buys alot of protection.
