Make him/her a card. Hand written cards and letters saying exactly how you feel mean much more to someone than a random of the shelf card.
Give him/her a certificate for an outting of their choice at a later date. That way they get to pick what they want to do..WITH YOU..when you have more money!!
Plan a romantic candlight picnic at a romantic location. Perhaps on the beach or in a quiet park. For safety's sake dont make it too remote an area or in an place where there is the likeley hood of there being no one around at all if you are going to a public place.
Ask a friend or family member if they could lend you the use of thier cottage or cabin for a few nights and surprise him/her with a little "mid summer" getaway.
Or make a certificate that says during "days/week" we will be travelling to "place/town/etc" and staying at a Bed and Breakfast, enjoying the scenery, catching a show or just spending "alone time".
How about offering to do the housework item that he/she dislikes the most for the next year?
Make a CD with his/her favorite songs on it. You can find a lot sites where you can legally down load music for little to no cost.
Make a collage of pictures and quotes or frame a fantastic picture that you have of the two of you. Better yet schedule an appointment with a professional photographer, for a later date when you DO have money, to have an awesome picture taken of you together.
Be creative, think about his/her likes and dislikes. Somewhere in there is the answer to your question. Good Luck...Happy Birthday to.....!!!

Never was broke...but if I was, I'd call him in the AM to be the first to wish him a Happy B'day and say I love you.....try to drop by at his workplace and leave an I love you note on his windshield then see him later and enjoy his company......come over to his/my place and make him something to eat that we have on hand and spend a quiet all focused evening with him.......I've done ALL this before but had a sweater gift for him too since I wasn't broke but not in the super cash flow as I am now since we are now married some 28 years after that episode related above...hope this gives you some inspiration that giving does not have to be monetary in nature!!!!!!!!!!

Make a simple and cheap dinner, make your own card using crayons and markers, run a nice warm bubble bath with candles, give your sweetie a nice massage.
If your broke then your broke and you can't do anything about it. If your sweetie really loves you they will understand so don't worry about it. Just be creative. Remember, it's the thought that counts

do something romantic with her. I would take her to the beach, go swimming, have a picnic, take her back home, take a bath together using a sweet smelling body wash, light some candles(vanilla), have rose petals on the bed..the rest is up to her.
Be sweet to your lady and romantic. that's the best.

Actually my husband hates birthdays, holidays or pretty much any time on the year he is obligated to be nice to people. SO, If I'm broke, he's stoked because he knows that we won't be celebrating his birthday.
