i know that if a man over 16 has sex with a girl whos under 16 he could get arrested. but is it the same if a woman ove 16 has sex with a boy under sixteen?

The same law applies, but you don't see it enforced as much when it's an older woman.
As far as age 16 goes, it is different in every state. Called the age of concent, some states are as old as 18 and others as young as 12.
You might want to check your particular state.

There's no sex discrimination in the eyes of the law.
Paedophiles come in both sexes!!!
Unfortunately, we mostly have a tendency to believe only men are eligible.

yep and to get more technicle say they are both 16 then the state looks at who is older by months.
