The question as asked is meaningless. Cost of living varies within states much more than it does between states.

Oklahoma - we're two years behind the rest of the country in technology and still have 5.15 as minimum wage. This is why all the teachers come and get a degree here and then move to other states because teachers don't get paid dirt.
If its not in the Captial of Oklahoma, apartments run $300 as lowest prices.

It really depends on the area...

San Angelo, TX for instance has a 2 bedroom 2 bathroom apartment with washer/dryer room, fireplace... for only $570 per month. Compared to Cali apartments at let's say, Orange County... $1500 for a studio...TOO expensive if you ask me!
