If you're referring ot the comical little wizard that was basically a floating set of robes with big hands and an O on his chest then his name is Orco & he is from a parallel dimension where he used to be a great & powerful wizard but upon being sent to Eternia lost his wand and is now only capable of being a court jester.
This frustrates him sometimes though as it often leaves people under estimating his potential.

Orco he had a brown hat looked like a wizards hat
and he had a black face you could only see his eyes they were yellow
