I believe that being judgmental towards somebody, culture..you name it...is really how the person who is judging sees him/herself....Basically he /she is judging his/her own personality....It is not the other one being judged, but the judge?(sorry for spelling)....One could judge out of fear, insecurity,selfishness, lack of self-confidance....I do not take these people seriously, because I feel sorry for them..I think how much a better person I am by not being like them....

its stereotypes.like,some culture are better than another culture type of thinking.thats why some people became judgemental of another culture,because they dont know much.If they know more,then there will be more understanding......and less judgement.
