yes. they are related through the two branches of the Roosevelt family, they were 5th cousins. However, Franklin married Eleanor Roosevelt who was the niece (the daughter of his younger brother) of Theodore. So the relationship/rivalry was a bit closer than just 5th cousins (especially between Franklin and Theodore's children.) Here is a Roosevelt family tree:

I'm pretty sure Teddy and Franklin were distant cousins. Teddy was also related to Eleanor Roosevelt, which made her and her husband fourth cousins.
