Easy, none that are available suit what I consider to be my personality, i.e., they don't have any grumpy old man ones.

There are several reasons. First of all, there is no avatar that can completely suit him or her. Second of all, there is a picture on 360 that he or she likes better. Lastly, he or she is too shy to share a somewhat resemblance of himself or herself. I was faced with the final problem. There may be other reasons, but I would guess that these three would be the biggest.
