u must use photo editors
but the best one is Adobe Photoshop CS
u can change the pixel size
and u can save the picture as web picture and reduce it's resolution for reducing it's size

Use a graphics program like Micorsoft Photo Editor that comes with MS Office.
You can then resize the photo to something more manageable like 640X480.

If you dont have MS Office then goto www.download.com, and download a free graphics editor program. There are several that are very simple to use.

You need a image resizer utility. Thankfully, there is no shortage of good free software program. I recommend you try Microsoft PowerToys Image Resizer. It is free and easy to use.

Open it up as a bitmap. Go to Image in the menu bar. Choose Stretch/Skew. Save it as a JPEG. Make a copy before you do it.
