The worst team is: El Salvador: They have played in 9 world cup games, all losses. They have scored only 1 goal but allowed 35.
In the same category would be:
Zaire, 3 games all losses, no goals, and 14 allowed.
Haiti: 3 games all losses, no goals, and 14 allowed.
Canada: 3 games all losses, no goals, 5 allowed
UAE: 3 games no losses, 2 for, 11 against goals
Slovenia: 3 games 3 losses, 2 goals for and 7 against
New Zealand: 3 games, 3 losses, 2 goals for 12 against
Dutch East Indies: 1 game, a loss, no goals, 6 against
Egypt: 1 game a loss, 2 for 4 against goals
Peru: 2 games, 2 losses, 1 goal for, 4 against
Bolivia: 2 games, 2 losses, no goals, 8 against
China: 3 games, 3 losses, no goals, 9 against
With the exception of Slovenia in the last world cup the worse performances are always by CONCACAF and ASIA teams. And one for Oceanie of course with New Zealand as the lone representer. Asia also has teams like Kuwait, Algeria, Saudi that have not done a whole a lot, except get a tie here and there.

I'm sure as more teams join they will continue to be the worst in history until they get to play more...so I have to say the newest team on this planet...dunno which though...:D

If you're just talking the World Cup Finals, I'd go with Zaire in 1974. They looked completely lost in all three matches.
