Yes they will be. They took their first real step this last year by firing Chuck LaMar, who was a very poor GM and gave the team no direction.
Scott Kazmir, BJ Upton, Jorge Cantu, Carl Crawford, and Rocco Baldelli would be enough to give me hope if I were a D-Rays fan.
The Yankees are a lot more vulnerable to age then most people realize, but the Blue Jays have some great management. At least the D-Rays are finally trying.

They definitely need better coaches and management.
A better manager to show them the ropes, and actually have faith in the team.
A better pitching coach so the young guys can develop their stuff. Too many of them are too scared to pitch inside to hitters in the league, and so, they are getting beat up. Also need a better rotation. All they have is Kazmir and thats it.
As for being a contender, that could take a long time. Remember, they play in the AL East and there are some very good teams in that division.

Never, unless a miracle happens (which isn't out of the question). Like, the only solid players on that team are Kazmir, Crawford and Lugo. Maybe in ten years they might contend for the wild card (once Ramirez and Ortiz are washed up), but until then root for someone else.

They can be "good" when they trade some of their excess outfielders for pitching. After Kazmir, there is not much to truly count on. Their young hitting talent can compete with anyone.
Possibly trading Lugo and Huff would bring a couple of good young arms. Also, they need to focus on pitchers in the amateur drafts (which they didn;t do this past month).

Well I've heard that in 2008 the new owner will start spending some money. And eventually will get the payroll about 60 mil. Unfortunately for them they are in the same division as the Red Sox, Yankees and Blue Jays.

When Steinbrenner goes back to jail, where he belongs. The Devil Rays need to commit to their team and not break it up, they do need some better managerial (on and off field) staff and maybe ownership.

nope, they replaced it. i wager it really is the call and uniform layout substitute that helped this year! haha jk jk they're truly cloosse with boston for the lead. it will be a exciting relax of the season contained in the east :)
