If you truly love the person you will know when the time is right. The best time would probably be when you don't feel pressured or nervous. Love is a strong feeling and the words should mean just as much, say it when you know it is the best time.

As soon as you feel the emotion. Also when the time is right plain a romantic evening with flowers and every thing then tell her. :-)

if you do love her tell her, just don't feel bad if she doesnt' say it back right away, its got to be natural and you don't want her saying it back just to make you feel better aways, you really want her to mean it
