If a font is properly installed in the fonts folder in your OS, you should be able to use it with any text-editing program, including the one within photoshop. Go to Windows/Fonts and make sure the fonts you want to use are installed there. Then try writing with them in a text-editor to be sure. If the font shows up there you shouldn't have any trouble using to add text to images in photoshop.

Fonts are located on your computer in the .TIF extension. Load the font into your PC and it will be available to your graphics and other programs.
In XP go to Start > My Computer > Local Disk (usually C) > Windows > Fonts and paste the font into the Font folder.

You don't need to load them onto Photoshop. You need to put them in one of Fonts folders which you can find in the Tools menu. You can get to the tools menu through he start button. Not sure how it is in English since mine is in Dutch (it says "Configuratiescherm" and then once opened you will see "Lettertypen" sort of folder).
Hope that helps.

you don't mention what platform you're on
seeing as you have PC insturctions, for the Mac:
either load them thru FontBook and restart photoshop
OR
OSX - move fonts to your User/Library/Fonts folder + restart photoshop
OS9 - move fonts to your system folder (finder will automatically move to font folder)
if fonts are postcript be sure to include bmap or suitcase as well as PS file
