Not sure of the date, sometime in august, if you are referring to the one in Texas.

It means that you just pay for the item BUT you do not pay sales tax on that item. Say like a shirt is $20 (NOT including tax) that is all you pay for the shirt is $20.

i believe each state that has this chooses their own date.
