To prevent pregnancy, the pill. To prevent STDs, no. The condom is the only thing that can prevent those. Unless you're in a serious, monogamous relationship (and you both have been tested for STDs) always use a condom. It may be no fun, but neither is HIV or Herpes.

What do you consider safer sex? No pregnancy or no STDs? If pregnancy is your only concern, then the pill, tying a woman's tubes, and vasectomies in men are the most reliable. If you are talking STDs, then only a latex condom can protect you.
The only 100% safe method is abstinence.

Birth control (i.e. the pill, nuva ring, i.u.d. , the shot), Abstinence, Spermicides (jelly or foam). However, the only one of these that prevents STDs is abstinence. So if you are in a relationship and only fear the idea of pregnancy the other options will work for you. If not I would suggest sucking it and wrapping it or not having sex.
