A fairly descriptive word you could use is stoic...doesn't mean inhuman, of course, but it is someone who appears to be indifferent to joy, grief, etc.
Dictionary.com has this for a description:
One who is seemingly indifferent to or unaffected by joy, grief, pleasure, or pain.
A couple other words are apathetic and indifferent.

I am not aware of any word that has the specific meaning you are asking about. "Stoic" is somewhat close, but it doesn't refer specifically to crying, it's about a person who doesn't show much emotion in general.
