Please tell me which governments are actively taking a roll in studying the polar ice caps, the causes of their disappearance, and steps to avoid this. Also, can you tell me the name of the movie that Al Gore produced in regards to our world's environment and the effects of global warming?

The program to stop global warming that will be the most effective is called the Democratic party. Bush will stop every effort to stop global warming because his buddies in the oil industry wants it. This will be held in check when the Democrats get a majority in the Senate and House. The problem will start to be solved when a Democrat is the President. Republicans want the money big oil gives them to give a dam about global warming.
The name of Al Gores movie is "An Inconvenient Truth".

Not sure what programs there are but meterorologist Oard has interesting work on the ice age

One result of the polar caps melting might oddly enough be an ice age as interestingly there is a serious theory of the ice age where the cause was that the polar caps were melted... see MIchael Oard books on Mammoth Riddle of the Ice Age for example

If the polar caps were melted, the warmer air might cause siberian and alaska to be more hospitable explaining why grazing animals like herds of Mammoth beaver and the like might be there and the remains even found in island inthe artic above Siberia.

During the ice age there were many places where the valleys were hospitable and suitable for animals to graze and live. The massive snow buildup was in the mountains in many places like alaska and siberian and when the artic froze over the resulting dust storms killed the animals, leaving them suffocated in permafrost piles of wind blown silt in many cases

It would make sense that after the flood of Noah the ice would be gone for a while. The non frozen artic seas would be snow making machines for the centuries after the flood until finally the froze over ending the ice age.

Here is something to think about don't believe me check this stuff out...

1.Water(H2O) is the only element known to man to expand when it freezes every other element contracts when it freezes so that is the first fact. For example fill a milk jugg with water, now stick it in the freezer... come back later and it will have exploded from preassure of freezing water.

2.Icebergs are massive chunks of ice, only a few percent of the ice is above water, which means the rest of the ice is underwater.

3.The ice underwater because water expands when it freezes is displacing the liquid water. So when that iceberg melts all the ice under the water will contract and fill a smaller space, so the level of the water will be less now because the ice which was displacing the liquid water is unfrozen and now occupies a less amount of space.

4.Scientific models show that if all the ice on this planet melted we would see a 3" DROP in ocean levels NOT a rise but a DROP.

Now isn't that interesting.

Now for the greenhouse gasses.

1.Plants LOVE a carbon dioxide rich air supply.

2.The more carbon dioxide their is the faster they grow.

3.Plants use photosynthesis to get their food so they can grow.

4.When the plants sense a higher level of carbon dioxide they will make up for it by sucking up more and more and one of the products of photosynthesis is OXYGEN!!

5.So no matter how much CARBON DIOXIDE there is the plants will COMPENSATE and suck up more and grow faster and bigger. and the bigger the plant is the more OXYGEN it produces through photosynthesis

Here is the problem if the Polar Icecaps melt like you mentioned there is not a lot we as a finite imprecise organism could do much less why are you worried about such petty details live your life out to the fullest. The problem with global warming is the ice caps would melt at such a rate that the oceans would stay the same size they would never change depth.

The polar ice caps are disappearing because they split/slide as ice bergs. Governments send out warnings to ships - "Remember the (Titanic) Alamo" to prevent newer catastrophes.
Other than that, elections should be eliminated so that all the "hot air" (including Al Gore's) will not cause any further warming.
And, laws should be passed to prevent volcanoes from erupting and large-scale forest fires from spreading additional heat and pollution.
