Actions speak louder than words. But whats easier and has less reprocussions? Words. But what happens when someone takes action i.e. The Iraq War. Then everyone can blame the person who took action and not those who just spoke. Noone wants to act because you inherently link yourself to responsibility. And noone wants that.

Politics is an art, not a science. The art of politics is forming a consensus. If more than 50% of any legislative body agrees on something, a bill gets passed.
The UN is a body run by diplomats. They all try to be diplomatic. The UN is not a legislative body and cannot make laws. The members of the UN are all there voluntarily, and no one can be forced, by diplomacy, to do anything he does not want to do. Sadam Hussein is the best example. After losing the first Gulf War, he just thumbed his nose at the UN. The UN, as a single body, turned out to be incapable of doing anything. Whereas, our President has the power and right to order the US military into action. The leaders in the military are bound to obey orders.

Right now the politicians are worried about reelection, so they don't want to rock the boat. So rather than do their jobs properly, they create and discuss non-binding resolutions and leave the country to fend for itself.
