was issued both times. I never recieved them. So I called again. I filled out the paperwork so that an investigation could be done to track down who cashed the checks. I told them that I think the former roommate stole them. Four years later, I'm still getting the run around. I've called and sent letters to local and the main SSA offices. I had to fill out the paperwork twice about filing an investigation, then I'm told it's not in the system. Who can I contact now about the situation? Whether I get the back payments or not, I strongly feel that my former roommate and her boyfriend cashed those checks. My life was inconvienence b/c of that and I had a mino setback. I won't them to be punished for stealing from me. Since I can't get assistance from the SSA, is there someone above them that I can contact?

Theft of the checks is a criminal offense. Report to the police using the non-emergency number. You may have some issues since the crime occurred so long ago.

looks like you've got a couple issues here.
First, on the Social Security Administration, don't just call - visit the office and talk to the people there in person. It's a lot different in meeting and seeing you in person rather than just being a call on the phone. Bring documentation and be rational. If the person is helpful, give them time to work this out. If it looks like you're not getting a genuine response, try to talk to a supervisor or manager - someone in charge who can act and make decisions.
If you are still getting the run around, as a last resort, you can always contact your Congressman or Senator
The second issue is deeper and complicates your situation when you try to talk to SSA. It seems like you know who stole the check and furthermore, you want them punished. If you are aware of who took your check, this becomes a matter with the police. They can work with SSA to confirm to see if those parties cashed the check - which would be a crime involving forgery and theft.
It is important to be objective and while it may be difficult, to not be emotional when discussing this. To get attention, you must appear to be a credible source. So dress up a little and think about what you are going to say so you can explain it in a logical sequence when you meet with SSA folks and the police. Speak slowly and rationally. Save the details on how this has inconvenience you and the setbacks you have encountered because of this. Just give them the facts - you appreciate them sending you the check a second time but you have never received either of them. Four years is a long time, its always best to try to resolve problems as soon as possible.

Contact a social security attorney. They can help you rightfully collect what is owed to you. If it turns out you are in the right, SS has to pay the attorney.
