I've had to clean up blood twice in the bathrooms at the gas station I work at without any specific instructions from my boss. I found out from a friends parent that the only way to properly clean up blood is with a hazardous waste kit which we don't even come close to having where I work. Should I tell some type of health authority about this?

Contact your local office of OSHA, they can give you guidelines for this type of clean up, or you can report your employer depending on which way you want to go. You are putting yourself at risk by cleaning any type of blood up without the proper gloves, and protective gear. Don't risk it!

Yes, and don't clean it up without it. You are putting yourself and customers at risk for HIV and many other nasty things. Make that call ASAP!
