I presume that this used to work with your current system setup in the past? If so, this does sound alot like a conflict with security software of some sort or other. Try disabling antivirus, firewall(s) (you should only have one running at any time), content filters, spam filters, etc. Do them one at a time and see if it helps. Also see if you can plug your computer directly to the 'net without the wireless card to see if the card and it's software is causing these problems.
I also suggest trying Firefox just to use a different browser (I don't consider MSN a browser). As a last resort, restore your computer to a time before this problem started happening. Then pay very close attention to everything that you do and see what causes this to happen again. Try to take everything one step at a time so that you know for sure what is going on.

Sounds like you have picked up a bug.
First try downloading the newest updates from your anti virus and anti spy programs. Disconnect from your Internet service temporally. Run the virus and spy ware scans. This could take a bit.
If it comes back clean then check your firewall settings. it could be blocking certain. you may have to manually list all your allowed pages.
If worse comes to worse and you are using XP then do a system restore to a time before you installed the new card. Don't forget to remove the card before you do this. The system restore wizard can be accessed from the search tab in the start menu.
Last by not least you could have a bad card or driver program.

Proxim is a wireless access card which means you are connecting to a wireless base station of some sort. If you can connect directly to your internet modem with an ethernet cable and produce the same problem then it is your modem settings on the modem causing the problem, if it doesn't happen when connected directly then the setting on the modem or wireless base station providing your wireless connection has some settings blocking that access.

although i cannot tell without seeing the pc, i would have to say you have some infections causing the issues, most likely spyware/adware (malware) goto ewido.com and download thier trial software, install it, and scan your pc in safe mode (to get into safe mode, restart the pc, keep pressing F8 untill you get the boot options, pick safe mode, login to Administrator, run ewido, clean out, then restart the pc to get back into regular mode) if you end up with a few thousand traces of infections, then unfortunately the cleaning will not completly help, because the infections already caused the damage.
