A Monarch is the name of a ruler. A Queen is a monarch, an Empress is a monarch. Or, you could be a butterfly and be a monarch.
Queen and Empress are the female equivalent to King and Emperor. A Queen can be a monarch but is more usually a Queen-consort. That is, the wife of a King, and not a monarch in her own right. The exceptions are persons like Queen Elizabeth who is indeed a ruling monarch. Ditto for Empress. Empress usually implies that the monarch in question heads an empire, not a single country, so they are usually accorded a higher ranking.

Monarchs almost always inherit their titles & thrones and can rule for life - if there is no term limit.
Emperor/Empress are ususally above a King or Queen.
Queen is just a female monarch.

All three (Queen, Empress & Monarch) are the same except in today's time Queens & Kings really have no role in a government like in England. It's just a title or family thing. Monte Carlo may have their Royal Court rule over the land and in some African countries royalty rules as well. In Japan they have an Emperor & Prime Minister.

The word monarch means 'sole ruler'. They can hold the following titles;

Emperor/Empress - from the latin imperator which means commander. It is connected with the word empire also therefore an Emperor is called His Imperial Highness.
King - from the old English cyinig. It is used for the male of a royal family who is the supreme ruler of his nation.
Queen - from the old English cwen. A female ruler or wife of a King.
Prince/Princess
Grand Duke/Grand Duchess

A queen is the highest ranking female ruler in a kingdom, which is generally a local nationality with one dominant culture. An empress is the highest ranking female ruler of an empire, which generally encompasses several nations and cultures under one leader.

Monarch is the generic term - so you might be talking about a king, a queen or an empress.
Queen is the female monarch.
Empress commonly is mightier, with a larger realm; her male counterpart is an emperor.
