Honesty is the best policy. Just let him know the answer is no and the reason why. If he really loves you he will be hurt and upset but he will respect your choice.

The best way to turn down a proposal is to state your reasons simply and firmly. The reasons should not refer to the proposer but should reference your personal feelings. For example:
Instead of saying: "You're not the right guy for me." Say: "I hope to be married one day, but I am not ready to commit to anyone or anything."
Instead of saying: "I don't feel that strongly about you." Say: " I believe marraige is a serious commitment and I am not capable of that kind of commitment right now."
DO NOT LET THERE BE ANY ROOM FOR FUTURE POSSIBILITIES. In other words, don't suggest things that would make you change your mind (i.e. we don't have enough money, you need more time, etc.).
