If you want to just make a webpage, get what's called a WYSIWYG program. WYSIWYG (whiz e wig) = What You See Is What You Get. Some of these include: Adobe/Macromedia Dreamweaver, MS Frontpage, Yahoo SiteBuilder, Adobe GoLive, etc. These are often quite complicated to learn though.
If you don't want any of these, write your page in word and save as .html.
I, as a web developer, would frown upon word's .html save because it writes too much extra, complicated code just so you can convert it back to a word file.
There are several really good and free tutorials on html on the web. Just do a websearch on "HTML tutorial" and you'll hit entirely too many. Or just pick up a book. HTML is pretty easy in general.

You have tutorials and examples on it and its all free.
With HTML you will need CSS for desiging may be Javascript for some scripting like Menus or dynamic content.
You will find all of this on w3schools site.
For the tool to write your HTML you can use
Notepad
Dreamweaver
FrontPage
The above are some examples .. you can find many others as well on the Internet.

depends on what you need in html...i know the basics...here are some examples of some ppl use a lot.

italic
bold
you can probably find a website if you search...just look up, basic html code.
