Best way to learn web design is to mess with it as much as possible. It is also better, when you are first learning, to write your HTML using a text editor rather than a design program like Dreamweaver. This way you will learn more directly what tags do what, rather than just trusting that the program is doing it the right way.

If you are just working with HTML just edit it in a text editor like notepad and save the file as {filename}.html, you can then open it with whatever browser you like without uploading to a server.

yes you can do it easily using Front Page web design software, go to amazon and get "Web Publishing Step by step" this explains how to use Frontpage

You can also use Dreamweaver get the book Dreamweaver for Dummies.

Its so easy you dont need to know any codes etc.

I'm not experienced, but I think that HTML is an old language to learn. As a beginner, PHP can be a good choise.

first i recommend learning html coding then css coding but i hope u can type fast and have a great memory
