You must remember that Superman is from the Planet Krypton and that is how they wear their undies on Krypton. Superman is wondering why Earth people wear their undies UNDER their clothes...especially women who spend $100.00 on a bra and $60.00 on panties at Victorias Secret and then hide that expensive underwear under their clothes where no one can see them. Superman's undies were cheap...just cut out of the blanket he was wrapped in in his space ship.

Im guessing that because his job is so scary, He wanted to wear underwear still so everything doesnt fly every where so he decided to wear his underwear outside.
