Yes, they are.
they are designed to work over a large area and kill or disable every unprotected person in the area , the largest % of whom would be civilians.
We're told by some that Saddams WMD's are too old to count,but he did deny even having them and hid them from the U.N. Arms Inspecters.
As to their age, they are not something I'd want anywhere near me, they are still lethal.

Sarin and mustard gas are both chemical weapons, and therefore classified as 'weapons of mass destruction'.
Sarin is a nerve agent, which causes a person's nervous system to "short circuit" (sort of) and basically kills you by causing all the muscles in your body to spasm out of control, including your diaphragm and heart.
Mustard Gas is a blister agent, which causes exposed skin to blister up a short while after exposure. If it is inhaled, it causes blistering and swelling inside the respiratory system, which leads to death by suffocation. Exposure of more than 50% of the body is usually fatal as well.

I think the term Weapon of mass destruction is deliberately misleading. It attempts to make you think nuclear weapons, especially when such nonsense is said such as "they're capable of producing WMDs" then you find out that this means mustard gas. Congratulations you have 1910 technology. Euphemisms are always meant to mislead, which is why when this term was coined they spent a long time talking about purchases of yellow cake uranium, but only ever claimed "they have WMDs." Using chemical weapons is a war crime. Owning them must not be, as we own a lot of them.

Yes they can be. They have no other purpose that I know of. But if you are referring to what was found in Iraq. All that they found was old and useless and the weapons inspectors knew where they were and no longer considered them weapons grade as they had deteriorated.
