When and where are their next several concerts? And why do they not come to America/Canada anymore?

Why aren't they touring lately? They haven't released any albums either lately, right? Just curious.

Rammstein has not released a schedule for touring, and all of their most recent (since October 2005) have been cancelled, so I do not believe they will be soon.

I know they were on tour last year. The question is are they going to come in the US?

Yes they still tour, but they currently have no dates listed.
I think you can get on their mailing and get tour updates on their website, www.rammstein.com.
