I have a deisel Volkswagen Jetta. Mine is new, but a used one would be less expensive. I get on average 35-38 mpg in town. I have driven from Gulfport MS to Galveston TX (about 7 hours) on a single tank of gas. Right now deisel is about the same price as premium.
Plus, it has a huge trunk and lots of let room. My 6'1" husband even finds it comfortable.

Every car may have a flaw, but the Ford ZX3 can be bought for under $13,000 new, is fairly roomy (the back seat can come down which combines with the trunk) and will probably get you more than 23 mpg.
