it happens when i loas internet explorer , so i cant get any pics on web pages,

Try right-clicking it and scroll down to "Show Picture". That occasionally works, but mostly the "X" means that the picture cannot (and will not) be shown.

That red x appears because that image file appears to be broken. Either the image itself is corrupted or the image does not exist at all. And also, if you are using some older browser like Netscape 7.0 or certain versions of Netscape 6, there was a bug in the browsers themselves that couldn't show images of certain type; as a result, you would see a red x. This bug has been corrected in the latest versions though.

Hi, if you have a firewall running on your pc, try disabling it for 30mins , thats probally why your not getting the picture appearing
