The time difference between California and New York is 3 hours. The USA has several Time Zones. From West to East there are: Hawaii in the HAWAII-ALEUTIAN Time Zone, Alaska in the ALASKA Time Zone, California in the PACIFIC STANDARD Time Zone, Utah in the MOUNTAIN Time Zone, Texas in the CENTRAL Time Zone, and New York in the EASTERN Time Zone. If the time in New York was 10PM, the time the zones above would be: Central - 9PM, Mountain - 8PM, Pacific - 7PM, Alaska - 6PM, Hawaii - 4PM. You should also note that Arizona does not utilize Daylight Saving Time (DST), therefore even though it is physically located within the Mountain Time Zone, it is currently the same time as the Pacific Time Zone. Hawaii also does not use DST, therefore the difference between Hawaii and California during the other 6 months of the year would only be 2 hours.
