Once you actually try using a Windows Mobile vs a Palm smartphone, you'll see why all the reviews are still not happy with the Windows Mobile phones. Their hardware is fine, but the Windows Mobile software still makes you do multiple keypresses or go back and forth between menus just to do simple things like delete an item or email a document or even save a photo you just took with the built-in camera.
The Palm smartphones are the easiest to use; the best one currently is the Treo 700p (you can try a 700w, the Windows Mobile version, just to see how much worse the Windows Mobile software works on the same hardware). The Treo 700p has everything you want (except that it has direct 3G wireless network access [broadband speeds] instead of WiFi; if you've got 3G, there's not much point to WiFi, because 3G is faster and more broadly available than WiFi).
Unfortunately, both of these are only available in the USA right now, and as non-GSM versions.
It sounds like you want an unlocked GSM phone. The Palm 650 is currently available as an unlocked GSM phone, and has 2.5G data connectivity (that means dial-up speeds). No WiFi, but it has your other wish-list features, and reading email etc works fine with the 2.5G data speeds.
Palm is supposed to introduce a new model in about 3 months for the Euro market that should be GSM with 3G data connection. The 700p may also be available in a GSM version at that point. The only thing to watch out for is that a USA phone may have trouble with European 3G data and vice versa.
Bottom line: wait 3 months, get a Palm 700p or the newer version, and check into international 3G network compatibility when you buy.

I'm a PDA freak and right now I have the HP's new Windows Mobile 5 model, the hw6915. It has a strong quad band GSM mobile phone, full PDA, WiFi, Bluetooth and a good GPS inside. No external antennas, despite the 4 wireless radios inside. It runs on a 416MHz XScale processor, has 128 megs of flash ROM and a very good QWERTY thumb keyboard.
Although this is a pretty new model, I'm already over it and I'm desperately waiting for the new Fujitsu-Siemens LOOX T-830 with absolutely EVERYTHING integrated (Wifi, bluetooth, GPS, camera, quad band - international, and all the applications in the windows mobile 5). Check the website with more info about it. It should be out in a month... starting in Europe... but you can buy it from here once it's out.

A year ago, I switched from Palm based PDA to HP IPAQ HW615 an I enjoy every click. There is much better quality soft and much better choice of soft. Built-in GPS makes it really priceless...

Go with AJ's pick...I also have a 6900...You can not lose....Sty away from TREOS and Qs (the Q is not a PDA, it is a smartphone)

I think all of them are locked. My best bet on these is the Treo 650 (600 is no longer available)
