Just wait until the baby is born and have a DNA test done. Maybe it isn't even his child. If it is, he still needs to take responsibility, no matter how old he is. He may not be able to help financially if he isn't old enough to work, but if he can sleep with a girl, he can help take care of a baby. Don't make excuses for him and try to get him out of this. Unless, of course, it's not his child. Make him stand up and take responsibility. There are already enough dead-beat parents in this world. Kids need both their mom and their dad.

First, learn from your brother - wait for marriage or buy a Sam's Club supply of condoms for yourself and use them every time!
Second, he needs proof of the pregnancy. Therefore, he needs to buy a test with her and take it together. If she is bluffing, then he knows right then and there. If not, then he is part of the process from the get go - and he should be as he participated in the sex act!
Third, together they should talk to a trusted adult. By adult, I mean someone over 21. That could be a parent, a teacher, a priest, a summer camp counselor, yadda, yadda, yadda. Many options are available - however, the decision is THEIRS although they are young. Adults and associations can guide the decision making process and provide education - but NO ONE person should give a judgment and decision for your brother or the girl. Ultimately they have to live with their choice.
Lastly, this is why sex is for adults. Sex too young presents adult situations for persons who haven't reached adulthood. Better to wait!!!

Too bad if he's too young...he may be a daddy, and someone has to take responsibility. First things first, you will have to have a dna test done after the baby is born to prove its his...then if it is..he's gonna have to step up to the plate...he was old enough to have sex...then he's old enough to face the consequences

have him compromise with her and just stick together, try and work things out for the long hail.
it will make things easier on them both in the long run.
