Because stuff moves around, gets uncomfortable... especially if it's hot, because then we sweat and we have that problem.
It's not a huge thing... it's not to offend anyone, it's not a suggestive movement, it's nothing really.. just an adjustment.
Sometimes we need some air down there.

Because they're uncomfortable. They have two testicles and a long shaft that they are trying to jam into a pair of pants that have a seam that runs right up the center. Sometimes their testicles straddle the seam and that becomes uncomfortable.

Their "packages" don't stay in place so they need to adjust it because it isn't comfortable for them.
