slaughterhouses, butchershops and tanneries might have heads for free (you'll need to boil, bleach or have insects remove the skin though)

Roadkill. Put the roadkill in a big wire cage (fine mesh) with a bunch of carpet beetles. Give them a few weeks. You'll have nice clean skulls. And lots more beetles!
Helpful hint: Don't do this where you, or any other wild animals, will be able to smell what's going on. If you smell it, you'll feel sick; If other critters smell it, they will dismantle your "cage" for a tasty snack!
