Houston by part is a new city. thanks to the TEXAS REVOLUTION Houston was only a lot of small communities that formed and had the opportunity to annex to the city of Houston. but now it is a political thing. don't believe me ? ask the woodlands community. city of bellaire and west U have a city council. look out if you don't speak up U too will SILENTLY be absorbed into the biggest topographical city in the USA

West University Place and Bellaire (and also Southside Place) are all cities with their own mayors, city councils, police, fire, public works, and tax departments. I should know since I've lived in West University Place for 30 years!
